The upgrade/downgrade functionality is now restored and customers should be able to upgrade/downgrade.
We will continue to monitor this issue for the next few days.

We are currently working on resolving issues that would prevent package upgrades on our shared hosting platform. Customers that are using these packages, would not be able to request a package upgrade to larger shared hosting package.
